APPENDIX
V. Regulations Pertaining to Student Use of University Libraries
PART I. Introduction
SECTION 06V.101 Purpose Statement
The University Libraries (King, Brill, Wertz, Amos, University Archives, and
Western Archives) provide students with the information facilities, services,
collections, and instruction needed to succeed in their academic endeavors. An
environment conducive to meeting the diverse research needs of Miami's students
can occur only with the cooperation and support of all. Social activities should
take place in other campus facilities or off campus, not in the libraries. Accordingly,
persons determined by the library staff to be disruptive may be asked, and are
required, to remove themselves from library premises immediately.
SECTION 06V.102 Warning to Users
WARNING TO USERS OF THE LIBRARIES: All library materials are protected electronically.
Please check out all materials at the appropriate circulation desk. Theft or attempted
theft will be treated as a serious offense (see Sections 06V.303 and 06V.401 below).
Computer disks, CDs, DVDs, or video recordings cannot be harmed by the security
gates; however, keep these items clear of the checkout areas, because the desensitizing
units may damage them.
PART II. Lending Regulations
SECTION 06V.201 Student ID
All students are required to have a valid University identification card to
check out materials from the Libraries. Loss of the card should be reported immediately
to the Libraries and to the Office of the Bursar. Two approved forms of identification
are required from students who wish to borrow portable electronic equipment (e.g.,
laptop computers, digital cameras); one of the IDs will be held by the Libraries
until the equipment is returned.
SECTION 06V.202 Rules of Borrowing
06V.202.A. Undergraduate students may borrow most books from Miami University
Libraries for three weeks. As a courtesy, graduate students and University Honors
students may borrow books in the general collection for a semester to support
their research. Any book is subject to immediate recall if needed for reserve
or if requested by another client after the initial three-week lending period.
Failure to respond to recalls will result in the book being declared overdue and
subject to the fines listed in Part III below.
06V.202.B. Any checked-out book may be renewed as long as there is not
a hold (request for use) on the book by another client. Books may be renewed through
the Miami University Libraries' online catalog as well as in the Libraries. Note
that some materials circulate to all clients for less than three weeks. In addition,
some materials (including journals, reference materials, special collections materials,
selected government documents, and selected reserve materials) may not be removed
from the building.
06V.202.C. All borrowers, whether they are students, faculty, staff,
or Friends of the Libraries, are responsible for the materials that are checked
out in their name. We caution against exchange of materials without changing the
official library records.
06V.202.D. Materials borrowed from the OhioLINK consortium of libraries
are subject to OhioLINK's policies, fines, and charges, which differ from those
of the Miami University Libraries. For the most up-to-date information about Miami
or OhioLINK borrowing policies, inquire at a circulation desk or refer to information
online at www.lib.muohio.edu.
PART
III. Overdue, Lost, and Damaged Materials
SECTION
06V.301 Overdue Fines and Lost Materials/Equipment Charges
06V.301.A. As a courtesy, the Miami University Libraries send e-mail
notifications to remind students about overdue materials. Regardless of whether
an overdue notice is received, students are responsible for the return of library
materials by the indicated due date. If library materials are not returned after
30 calendar days from the due date, a bill will be sent that includes the total
accumulated fines, a replacement cost ($60 minimum), and a processing fee of $30.
After 60 calendar days the outstanding charges will be sent to the Bursar for
collection.
06V.301.B. WARNING: Failure to pay library fines and fees may result
in the suspension of library privileges.
SECTION 06V.302 Fines
06V.302.A. Overdue Fines for Library Materials: $.50 per day to a maximum
of $15 per item.
06V.302.B. Overdue Fines for Reserve Materials: $2.50 for the
first hour and $.75 for each additional hour overdue to a maximum of $24.25 per
item.
06V.302.C. Overdue Fines for Recalled Materials: $.75 per day to a maximum
of $24.25 per item.
06V.302.D. Overdue Fines for Electronic Equipment (e.g., laptop computers):
$5 per hour to a maximum of $100.
06V.302.E. Replacement Charges for Library Materials: $60 (minimum) plus
a processing charge of $30 for each item.
06V.302.F. Replacement Charges for Electronic Equipment: $2,500 per laptop,
$495 per digital camera, and actual cost for accessories.
06V.302.G. Repair Charges: Charges to repair damaged or mutilated library
materials or equipment will reflect actual repair costs.
SECTION
06V.303 Theft, Attempted Theft, Malicious Defacement, Damage and Mutilation of
Library Materials, Equipment, and Other Library Property
All library materials and equipment are state property. Theft, attempted theft,
malicious defacement, damage, or mutilation of library materials or equipment
will result in the charge of academic misconduct and official University action
(see Part V of Chapter 1 Undergraduate Academic Regulations and Appendix BB Responsible
Use of Computing Resources). Additionally, students found guilty of these acts
will be billed for replacement costs and processing charges as described above.
PART IV. Prohibited Actions
SECTION 06V.401 Actions
That Will Result in Disciplinary Action
06V.401.A. Theft, attempted theft, defacement, damage, or mutilation
of library materials, furniture, equipment, or other property.
06V.401.B. Unauthorized or prohibited use of computing resources, as
defined by Appendix BB Responsible Use of Computing Resources.
06V.401.C. Use of emergency exits when no emergency exists.
06V.401.D. Tampering with fire alarms, smoke detectors, or emergency
exits.
06V.401.E. Disorderly conduct, abusive language, or disruptive actions
toward library staff or other users of the Libraries.
SECTION 06V.402 Other Prohibited Actions
Miami University Libraries have detailed policies to explain conditions of use
for special resources and equipment. What follows below are broad, system-wide
guidelines:
06V.402.A. Library policies regarding food and beverages are independently
established by and posted in each facility. Under no circumstances will deliveries
of food or drink items be allowed to any library. Restricted food or drink items
will be confiscated.
06V.402.B. Cell phone policies are independently established by and posted
in each facility. Use of cell phones in restricted areas is prohibited.
06V.402.C. Some areas within the Libraries are designated for quiet study.
Students who do not observe the posted norms for quiet study areas may be asked
to work in another area in the library or to leave the building.
06V.402.D. No alcoholic beverages are permitted in any of the Libraries.
06V.402.E. Smoking and the use of smokeless tobacco are prohibited.
06V.402.F. Posters and signs may be displayed on bulletin boards, but
not on doors, windows, or walls. Violators will be reported to the appropriate
University office.
06V.402.G. Election tables, petition campaigns, and other co-curricular
activities are prohibited except in the lobby of any library with the permission
of the Dean and University Librarian or in the lobby of Brill Science Library
with the permission of the Assistant Head Science Librarian.
06V.402.H. No fraternity or sorority activities may take place in the
Libraries.
06V.402.I. Pets are not permitted in the Libraries; service animals for
the visually impaired are permitted.
06V.402.J. Library workstations are not intended for recreational uses
such as email, instant messaging, or game playing.
