How has the utilization of Ohio's PASSPORT program changed between the years 1994 and 2004?


In the ten year time frame the PASSPORT program has grown to serve more participants. In June 2004, 35% of the 63,500 Medicaid long-term care recipients age 60 and older in the state were enrolled in PASSPORT (22,560). Ten years earlier there were 7,161 PASSPORT participants accounting for 12% of Medicaid long-term care recipients. During the same period the number of of Medicaid nursing home residents age 60 and older dropped from 52,500 to 41,000.

Coupled with the growth in numbers of participants has been an increase in PASSPORT program expenditures. Program costs increased from $103 million in 1995 to $276 million in 2004.
