Fast Facts about Aging in Ohio

What is Ohio’s PASSPORT program and who uses it?
PASSPORT (Pre-Admission Screening System Providing Options and Resources Today) is a Medicaid waiver program for persons aged 60 and older that provides in-home services as an alternative to nursing home care.

The chart below shows demographic characteristics of Ohio’s PASSPORT clients. In 2001, 80.3% of PASSPORT recipients were female, 74.6 were white, 77.8% lived in their own home or apartment. In 2001, the average PASSPORT recipient’s age was 76.7 (not in chart).

PASSPORT services include:

Adaptive and assistive equipment
Independent living assistance
Minor home modifications
Nutrition consultation
Personal care services
Social work/counseling
Medical transportation
Homemaker services
Adult day care
Chore service
Home medical equipment & supplies
Emergency response systems
Home delivered meals


The chart below shows the most commonly used PASSPORT services. In 2000, personal care services were utilized by 89.1% of PASSPORT clients, while 64.8% used emergency response systems, 51.2% used home delivered meals, and 42.0% used medical equipment.

The typical PASSPORT recipient requires help with 3 ADLs (activities of daily living) and with at least 6 IADLS (instrumental activities of daily living)
