Updates to Civil Service Rules for SATSS Employees

For many years, universities have been required to comply with statewide civil service laws. These laws apply to employees in classified positions at Miami. About a year ago, Ohio passed House Bill 187, which gave public colleges and universities in Ohio the opportunity to adopt their own civil service employment rules to better meet their particular employment needs. Miami worked with Ohio's other four-year public universities through the InterUniversity Council to create guidelines for adopting our own employment rules. These rule changes are intended to provide greater effectiveness and efficiency for colleges and universities and their civil service employees. Colleges and universities are authorized to draft rule changes in several areas. Miami plans to make changes in these three areas:

  • Clarification of classified civil service positions
  • Recruitment, selection and appointment process for classified employees
  • Layoff and reduction in workforce process for classified employees

We believe these incremental changes will better serve the University and our employees by clarifying which positions are covered by the civil service rules, deleting antiquated and ineffective methods for hiring employees (i.e., civil service exams and the rule of 10) and amending the layoff procedures so that an employee’s seniority for layoff is not harmed by unpaid periods of approved leave.  

While the law allows changes in additional areas, Miami is not currently considering any changes to them. Those areas are:

  • performance, discipline and termination
  • paid leave and holiday leave
  • appeal process for reduction, abolishment and disciplinary action, and
  • metrics and measures as appropriate for implementation and modernization of the above listed matters of personnel governance

Below are links to the rules we are proposing to adopt at this time.  The proposed rules will be found on the Human Resources website until February 12, 2009, during which time classified staff will have opportunities to give feedback. Human Resources has met with CPAC (Classified Personnel Advisory Committee) regarding the proposed rules and now it is your chance to weigh in. We will hold five open forums to allow you to hear about the changes, ask questions, enter into discussion and provide feedback. The forums are scheduled as such:

ALL SATSS employees are encouraged to attend. Please remember that you must obtain your supervisor’s approval to leave your duties to attend a forum. All supervisors are encouraged to provide opportunities for employees to attend. Only employees who attend with their supervisor’s approval during regularly scheduled working hours will be paid for the time.
